Post Processing Queue Management

I am back to trying to set this up again after a long absence..

I would like to set up Post Processing Queue Management but when i start it i get a message complaining about access denied for local host using password no?  It says to "You will need to create a ~/.my.cnf for this to work properlly"  could i get some guidance on what and where this needs to go?

~/.my.cnf is the home directory of the user running the script.

So you would create the my.cnf file in the home directory of the user running the script.

BUT as far as I know you just edit the config.php in the www directory and there would be no need to create the my.cnf

even after creating the my.cnf file in my home directory I am still getting no password?

it needs to be called .my.cnf (the . at the front is mandatory)
